CS Rotich surrenders to DCI over Arror-Kimwarer dam scandal

Treasury Cabinet Secretary Henry Rotich has on Monday surrendered himself to the DCI Headquarters after a warrant of arrest was issued against him.

The warrant of arrest against CS Rotich was issued by DPP Noordin Hajji over the loss of millions in the Arror-Kimwarer dam scandals.

A warrant of arrest has also been issued against 27 other heads over the loss of 19 million Kenyan Shillings.

DPP Hajji addressed the public saying that his office has already received complaints about mismanagement and governance during the Arror-Kimwarer dam scandal.

He further said that investigations revealed that the project was filled with irregularities with the parties involved flaunting all procurement laws.

Through the abuse of office, the projects were commissioned and the contract issued to Italian Company CMC di Ravenna.

Documents signed between Kerio Valley Development Authority (KVDA) and the Italian firm revealed the cost of the two dams would cost Ksh 46 billion.

However, the Treasury is said to have increased the amount to Ksh 63 Billion after adding a facility fee into the agreement.

Both the Treasury CS and the 27 other suspects will be charged with conspiracy to defraud and failure to comply with the applicable laws and guidelines related to procurement.
