DPP Noordin Haji has on Thursday approved the arrest Former Kenya Ports Authority (KPA) Managing Director (MD) Daniel Manduku.
According to the DPP, DCI detectives worked on establishing reports that the Former MD engaged in the procurement of manufacture of concrete barriers at the Inland Container Depot at the Kilindini Port and Makongeniu Goodshed without procurement plan.
Upon review, it was evident that it is true Manduku approved the procurement of manufacture of the concrete barriers.

It was also established that there was no requisition made on the concrete barries as required under the Public Procurement and Asset Disposal Act of 2015.
In addition to that, the process begun through the Bill of Quantities as opposed to the open tender process with the companies involved being ten in number.
All the companies were handpicked by Daniel Manduku and payments approved by one Juma Fadhili Chigulu a Works Officer at the port. An overpayment amounting to Ksh 244,837,908.59 was made to the contracts before the work begun.
Satisfied with the evidence, DPP Noordin Haji has ordered the arrest of Daniel Manduku and Juma Fadhili Chigulu.
