The Ethics and Anti-Corruption Commission(EACC) on Monday arrested Joram Opala Otieno, the director behind Ksh 600M fraudulent Malaba Water Project.
The director who has been at large since February 1st when six of his colleagues had been arrested and charged was awarded the tender by the Rift Valley Water Services Board.
On Tuesday, he will be presented to the Bungoma Anti-Corruption Court where he will be charged with fraudulent practice in procurement contrary to section 66 (1) as read with 177(a) of the Public Procurement and Asset Disposal Act, 2015.

The other six suspects were charged on February 2nd and released on Ksh 1 million bond with two sureties of a similar amount or cash bail of Kes. 500,000. The case will again be heard on 11th April 2023.
“EACC, yesterday, arrested Joram Opala Otieno, Director of the company behind the kes.600m fraudulent tender for the Malaba Water Project awarded by Rift Valley Water Services Board. He has been at large since 1 Feb 2023, when his 6 colleagues were arrested and charged.
The suspect, currently in police custody, will be presented to the Bungoma Anti-Corruption Court at 9:00am. He will be charged with fraudulent practice in procurement contrary to section 66 (1) as read with 177(a) of the Public Procurement and Asset Disposal Act, 2015.
The other 6 suspects were charged on 2 Feb 2023 and each granted bond of Kes. 1 M with two (2) sureties of similar amount or cash bail of Kes. 500,000. The matter will be mentioned on 15 Feb 2023 and hearing slated for 11 April 2023.” Said EACC
