Ethics and Anti-corruption Commission (EACC) detectives have arrested senior National Youth Service (NYS) and their proxies over the embezzlement of Ksh 2 billion.
The accused are accused of conflict of interest and abuse of office through collusion, procurement fraud and payment for fictitious contracts.
“The Ethics and Anti-Corruption Commission (EACC) on Wednesday, 7th May 2025, conducted a successful investigative search at the residences and offices of senior officials at the National Youth Service and their proxies.
The persons of interest are senior officials of the National Youth Service who include:
1.Nicholas J. Makokha – Deputy Commandant General, Operations and Logistics
2.David Muthee Mbogo – Head of Supply Chain Management- Gilgil Paramilitary Academy
3.Joseph Maina Kagiri – Camp Accountant, Gilgil Paramilitary Academy
4.Felista Wanjiru Wandugi – Spouse of David Muthee Mbogo
5.Winfred Cherotich Towett – Spouse of David Muthee Mbogo
6.Elias Muthee – Brother to David Muthee Mbogo & Director of Marvel Hotel
7.Naftali Kaberu – Proxy of David Muthee Mbogo
8.Florence Muthoni Karanja – Wife to Naftali Kaberu
The operation, which was pursuant to Court Orders, is part of ongoing investigations in the National Youth Service in relation to the following: i.Allegations of conflict of interest and abuse of office against several Senior National Youth Service officials who traded with the NYS through various companies, resulting in payments of a total of KES 2Billion between the Financial Years 2019/2020 and 2024/2025.
The suspects allegedly abused their positions of trust and authority to embezzle public funds through collusion, procurement fraud and payment for fictitious contracts.
Following the operation, the suspects were escorted to EACC Offices at Integrity Centre for statement recording.” said EACC
