The Inspector General of Police Douglas Kanja has been summoned by MPs over payrol control conflict between him and the National Police Service Commission (NPSC).
Kanja was summoned after NPSC officials appeared before the Parliament’s Accounts Committee chaired by Butere MP Tindi Mwale to answer to audit queries.
The officials lamented to the MPs how they are unable to discharged their mandate to recruit, appoint, promote and transfer the police.

They continued by calling the committee to help them enquire as to why they have not been granted the right to audit the NPS payroll.
“We had difficulty accessing the payroll for audit to determine the implementation status of the NPSC policies and resolutions,” said Lelei
Accoridng to the commission, failure to access the payrol has hindered them from executing the human resource plan and reforms under NPS as mandeted of them.
“It is also true that during the period under audit, the (NPSC) was denied access to the National Police Service payroll and hence payroll inspection and human resource audit could not be carried out to determine the implementation status of the commission’s policies and resolutions,” he continued
Lelei was however blamed for failing to execute his constitutional right by demanding access to the payrol.
